      United Nations Security Council : यूक्रेन युद्ध के बाद रूस और पश्चिम देशों के मध्य बढ़ते तनाव के बीच मास्को ने जुलाई महीने के लिए संयुक्त राष्ट्र सुरक्षा परिषद (United Nations Security Council) की अध्यक्षता संभाल ली है. रूस की ही अध्यक्षता में इसी महीने यूएनएससी (UNSC) के अंदर मध्य पूर्व में उत्पन्न हुए संकट, नए वैश्विक सुरक्षा समीकरण और साथ ही एससीओ (SCO) के मुद्दों पर चर्चा होनी है. सुरक्षा परिषद, संयुक्त राष्ट्र का एक महत्वपूर्ण अंग है, जिस पर अंतरराष्ट्रीय शांति और सुरक्षा बनाए रखने की प्राथमिक जिम्मेदारी है. हर महीने सुरक्षा परिषद की अध्यक्षता एक देश से दूसरे देश को हस्तांतरित की जाती है. जून 2024 में दक्षिण कोरिया सुरक्षा परिषद का अध्यक्ष रहा था और इस महीने रूस दक्षिण कोरिया से अध्यक्षता ले रहा है. रूस इन तीन मुद्दों पर करेगा बैठक युनाइटेड नेशन में रूस के स्थाई प्रतिनिधि वसीली नेबेंजिया रूसी न्यूज़ एजेंसी आरआईए से बताया है कि मास्को अपनी अध्यक्षता में तीन प्रमुख कार्यक्रम आयोजित करने की योजना बना रहा है, जिसमें वैश्विक सुरक्षा समीकरण पर चर्चा, संयुक्त राष्ट्र और क्षेत्रीय संगठन पर चर्चा और रूस- यूक्रेन युद्ध पर चर्चा शामिल है. संयुक्त राष्ट्र सुरक्षा परिषद में रूस का नेतृत्व रूसी विदेश मंत्री सर्गेई लावरोव द्वारा किए जाने की उम्मीद है. हालांकि रूसी अधिकारियों ने बैठकों में भाग लेने के लिए अमेरिकी वीजा जारी करने पर भी संदेह जताया है. सभी देश कर रहे समर्थन सुरक्षा परिषद यूनाइटेड नेशन का एक महत्वपूर्ण अंग है, जिसका गठन द्वितीय विश्व युद्ध के दौरान साल 1945 में हुआ था.मौजूदा समय में यूनाइटेड नेशन में पांच स्थाई सदस्य हैं, जिनमें अमेरिका ब्रिटेन रूस फ्रांस और चीन शामिल हैं. भारत भी लगातार यूनाइटेड नेशन की स्थाई सदस्यता ग्रहण करने की आवाज़ उठा रहा है. चीन के अलावा यूनाइटेड नेशन के सभी स्थाई देश भारत को समर्थन दे रहे हैं लेकिन चीन कभी नहीं चाहता है कि भारत यूनाइटेड नेशन का स्थाई सदस्य बने. चीन हर बार अपने वीटो का उपयोग करके भारत के प्रस्ताव को निरस्त कर देता है.

      Bharatiya Nyaya Sanhita : नए कानून के तहत पहला मुकदमा दिल्ली में दर्ज,जानें किसने दर्ज करवाया

      Bharatiya Nyaya Sanhita : भारतीय न्याय संहिता 2023 आज से यानी की एक जुलाई 2024 से पूरे देश में लागू हो चुकी हैं।जो कि कई सालों पहले बने कानून की जगह लेगा। नए कानून के लागू होते ही आज सोमवार की सुबह पहला मुकदमा दिल्ली राज्य के कमला मार्केट थाने के उपनिरीक्षक कार्तिक मीणा ने एक रेहड़ी दुकानदार के ऊपर लिखवाया है। एसआई कार्तिक मीणा के अनुसार वह अपने क्षेत्र नई दिल्ली रेलवे स्टेशन के फुटओवर ब्रिज के नीचे डीलक्स शौचालय के पास पहुंचे तो एक व्यक्ति आम रास्ते में अपनी दुकान खुले हुए था जिसमे वह पानी,बीड़ी,सिगरेट आदि रखे हुए था जिस वजह से लोगों को वहां से निकले में दिक्कत हो रही थी।जिसको देखकर उपनिरीक्षक ने रेहड़ी वाले को आम रास्ते से दुकान हटाने के कहा तो दुकानदार ने अपनी मजबूरी बताकर वहां से चला गया।इसके बाद SI ने थाने में आकर आरोपी रेहड़ी के ऊपर केस फाइन किया।आरोपी रेहड़ी वाले का नाम पंकज कुमार है जो कि बिहार राज्य के बाढ़ निवासी हैं। एक जुलाई से देशभर में तीन नए कानून भारतीय न्याय संहिता,भारतीय नागरिक सुरक्षा संहिता और भारतीय साक्ष्य अधिनियम लागू होगे जो आईपीसी,सीआरपीसी और भारतीय साक्ष्य अधिनियम की जगह लेगे। अब क्या होगा नया कानून  FIR,जांच और सुनवाई के लिए अनिवार्य समय-सीमा तय की गई है।अब सुनवाई के 45 दिनों के भीतर फ़ैसला देना होगा, शिकायत के तीन दिन के भीतर FIR दर्ज करनी होगी। FIR अपराध और अपराधी ट्रैकिंग नेटवर्क सिस्टम (सीसीटीएनएस) के माध्यम से दर्ज की जाएगी।ये प्रोग्राम राष्ट्रीय अपराध रिकॉर्ड ब्यूरो के तहत काम करता है।सीसीटीएनएस में एक-एक बेहतर अपग्रेड किया गया है,अब भारत के लोगों को किसी भी पुलिस थाने में जाने की जरूरत नहीं है वे E -FIR करवा सकते हैं और नए कानून के अनुसार देश के किसी भी कोने से बैठकर E -FIR कर सकता है।वही प्रथम दृष्टया मामला किसी भी थाने से दर्ज किया जा सकता है चाहे वह मामला उस थाना क्षेत्र में आता हो या न आता हो। पहले केवल 15 दिन की पुलिस रिमांड दी जा सकती थी। लेकिन अब 60 या 90 दिन तक दी जा सकती है।अब नए कानून के अनुसार भारत की संप्रभुता, एकता और अखंडता को ख़तरे में डालने वाले कृत्य को एक नए अपराध की श्रेणी में रखा गया है।इस तरह के अपराध को जो पहले राजद्रोह था उसको हटा दिया गया है ।इसमें किस तरह की सज़ा दी जा सकती है, इसकी विस्तृत परिभाषा दी गई है। कौन से कानून में हुआ बदलाव छोटे संगठित अपराधों समेत सभी संगठित अपराध में तीन साल की सज़ा का प्रवाधान है।इससे पहले राज्यों के पास इसे लेकर अलग-अलग क़ानून थे। वही अब शादी का झूठा वादा करके सेक्स करने पर इस अपराध को जघन्य अपराध मानते हुए दस साल की सजा दी जाएगी। व्याभिचार और धारा 377, जिसका इस्तेमाल समलैंगिक यौन संबंधों पर मुक़दमा चलाने के लिए किया जाता था,इसे अब हटा दिया गया है।लेकिन कर्नाटक सरकार ने इस पर आपत्ति जताते हुए कहा था कि 377 को पूरी तरह हटाना सही नहीं है,क्योंकि इस धारा का प्रयोग अप्राकृतिक सेक्स जैसे अपराधों में किया जाता रहा है। नए कानून के अनुसार अब किसी भी तरह की जांच पड़ताल में फॉरेंसिक साक्ष्य जरूरी हो गया है। सूचना प्रौद्योगिकी का अधिक उपयोग, जैसे खोज और बरामदगी की रिकॉर्डिंग, सभी पूछताछ और सुनवाई ऑनलाइन मोड में करना। नए कानून के अनुसार दया याचिका केवल आरोपी ही दाखिल कर सकता है।जबकि पहले गैर सरकारी संस्था भी कर सकती थी।

      India Russia Relations : भारतीय प्रधानमंत्री तीसरी बार देश की सत्ता संभालने के बाद 8 जुलाई को रूस पहुच सकते हैं, जहां पर उनकी मुलाकात रूस के राष्ट्रपति व्लादिमीर पुतिन से होगी. इस मुलाकात को दुनिया की सबसे बड़ी मुलाकातों में से एक माना जा रहा है. दुनिया में भारत एकलौता ऐसा देश है जो बीते कुछ सालों में अमेरिका से अपने संबंधों को मजबूत कर रहा है तो वहीं भारत ने रूस से भी अपने पुराने संबंधों को पहले जैसे ही मजबूत रखा है. पश्चिमी देशों का प्रभाव भारत की हितों पर कभी नही पड़ा है. भारत बिना किसी देश के दबाव में आए स्वतंत्र रूप से फैसले लेता आया है. जिसकी एक सबसे बड़ी वजह भारत की स्वतंत्र विदेश नीति है, भारत कभी भी किसी भी देश के गुट में नही रहा है. पिछले वर्ष पीएम मोदी अमेरिका स्टेट विजिट के लिए गए तो अब रूस जाने की तैयारी में हैं. रूस में स्थित भारत के राजदूत वेंकटेश वर्मा ने द हिन्दू से बातचीत में कहा, ‘ कोरोना और तेजी से बदलते अन्तरराष्ट्रीय स्वरूप की वजह से भारत और रूस के बीच हर साल होने वाला वार्षिक शिखर सम्मेलन पर विराम लग गया था. अब जरुरी हो गया है कि दोनों देशों के बीच सम्बन्धों को मजबूत बनाया जाए. फरवरी 2022 में यूक्रेन और रूस के बीच युद्ध शुरू होने के बाद से पीएम मोदी अभी तक रूस की यात्रा पर नही गए हैं. लेकिन जब से मोदी भारत के प्रधानमंत्री के पद को ग्रहण किया है, तब से अभी तक 5 बार रूस की यात्रा कर चुके हैं. अगर पीएम मोदी के विदेशी दौर के आंकड़ों पर नजर डालें तो उन्होंने सबसे अधिक दौरा अमेरिका का किया है. अमेरिका को सन्देश भारत बनाएगा रिश्तों में संतुलन प्रधानमंत्री मोदी आखरी बार साल 2019 में रूस का दौरा किया था. इसके बाद से दोनों देशों के बीच संबंधों में कुछ बदलाव भी देखे गए हैं. माना जा रहा है कि यूक्रेन से युद्ध शुरू होने के बाद रूस भारत के विरोधी देश चीन की खेमे में चला गया है. विशेषज्ञों का मानना है मोदी की इस यात्रा से दोनों देशों के बीच सकारात्मक परिणाम देखने को मिल सकता है. यूक्रेन से युद्ध शुरू होने के बाद रूस पर प्रतिबंध लगाने के लिए कई बार यूनाइटेड नेशन में वोटिंग की गई लेकिन भारत हर बार वोटिंग से अपने आपको बाहर करता नजर आया है. भारत ना ही रूस का खुला समर्थन किया है ना ही रूस का विरोध किया है. इतना ही नहीं जब अमेरिकी प्रतिबंधों के डर की वजह से दुनिया के कई देश रूस से अपने व्यावसायिक संबंध को खत्म कर रहे थे, तो उसे वक्त भी भारत ने रूस पर लगे अमेरिकी और यूरोपीय प्रतिबंधों की परवाह नहीं किया और आज रूस भारत को सबसे ज्यादा कच्चा तेल बेचने वाला देश बन गया है. हालांकि अमेरिकी और यूरोपीय देशों के अंदर लगातार भारत के खिलाफ आवाज उठती रही, लेकिन भारत पर इन देशों का जरा भी असर नहीं पड़ा. भारत के विदेश मंत्री एस जयशंकर हमेशा कहते रहे कि देश हित सबसे ऊपर है.
